With over a decade of experience, she has mastered the full project and acquisition process—from developing winning proposals and negotiating terms to directing flawless contract execution and project delivery. Marcella has expertly managed a $12B+ portfolio of federal properties, leading cross-functional teams to ensure compliance, stakeholder alignment, and measurable fiscal results.
